§ 13-120. Requirements for processing or storage of hazardous materials in bulk.

In the interest of the public safety of the citizens of Jefferson Parish, the requirements
in Chapter 13, Article VIII, shall apply to any terminal, plant, site, warehouse or yard used for
the processing or storage of hazardous materials in bulk as well as the owner or operator
thereof (any of which may be referred to in this article as the "plant") whether the
plant has or has not been designated by ordinance of the Jefferson Parish Council
as a special permitted use for the processing or storage of hazardous materials in
bulk. Each plant shall be totally responsible for the safety of its equipment and
its operations. Designation as a special permitted use for the processing or storage
of hazardous materials in bulk shall be based on the plant's representations to the
parish and shall not create for the parish any liability for damages or injury related
to a plant so designated.
