§ 13-123. List of materials for processing or storage of hazardous materials in bulk.

  • No hazardous material(s) shall be processed or stored in bulk without prior notice to the Jefferson Parish Hazardous Material Risk Coordinator and the Department of Environmental Affairs. These departments shall have the authority to deny the use or storage of materials when such storage or use presents an unacceptable risk to the health and safety of the population surrounding the plant and/or cause significant adverse impact to the environment and property. Materials shall be stored only in tanks and other appropriate containers (all of which may be referred to individually or jointly in this article as "container(s)") and at locations on the plant that are compatible with all materials to be stored on the plant. Within sixty (60) days of adoption of this ordinance, all covered plants shall submit a list of materials to the Jefferson Parish Hazardous Material Risk Coordinator and the Department of Environmental Affairs in accordance with the following provisions.

    (1)

    There shall be a list of materials for each container and storage location. This list shall include:

    a.

    A list of all of the specific, compatible materials that may be stored in each container;

    Each listing shall include the following information: chemical name, U.S. Department of Transportation Hazard Class, UN/NA Identification Number, Chemical Abstract Service Number (CAS), NFPA 704M Hazard Rating (health, flammability, reactive and special hazards) and maximum amount to be stored in said container. More than one (1) chemical may be listed to be stored in each tank provided that all listed chemicals are compatible.

    b.

    A site plan of the entire site, i.e., the lot of record that shows all the containers and their locations and clearly identifies all the containers subject to this article. The site plan shall have a minimum scale of one (1) inch equals fifty (50) feet.

    c.

    Materials on the list for each container may be stored interchangeably in that specific container without notice to the Jefferson Parish Department of Environmental Affairs, the Hazardous Material Risk Coordinator, and the appropriate fire department(s).

    (2)

    The list of materials for each container shall be submitted and certified correct by the plant safety officer, the plant superintendent or the corporate officer responsible for plant operations;

    (3)

    If the Louisiana Department of Environmental Quality or United States Environmental Protection Agency denies a plant's permit request or revokes or suspends a plant's permit for any material, that material shall not be allowed on that plant;

    (4)

    Additions or changes to any list of materials shall be submitted as required in the following section.
