§ 13-125. Access.

Personnel of the Jefferson Parish Department of Environmental Affairs and Jefferson Parish Hazardous Material Risk Coordinator, upon presentation of identification, shall be granted access to a plant for any legitimate purpose related to this article.

Emergency access to a Plant by Jefferson Parish Department of Environmental Affairs employees and the hazardous material risk coordinator, as well as the appropriate fire department(s), shall be granted to a plant on a twenty-four-hour, seven-day per week basis:

(1)

If the plant is unoccupied, operators shall provide emergency access through the use of secured key systems or gate codes and provide new keys and new codes to these parish agencies in advance of any changes to these items.

(2)

A plant representative shall respond as soon as possible following notification from Jefferson Parish of an incident involving an unoccupied plant. Response time shall not exceed one (1) hour.
