§ 13-129. Community warning system plan.

  • The plant shall submit to the parish a community warning system plan that is in accordance with administrative guidelines developed by the Jefferson Parish's Hazardous Material Risk Coordinator, Department of Environmental Affairs and the appropriate fire department(s). The community warning system shall include, at a minimum, the following elements in regards to a release, as defined in this article:

    (1)

    Verbal report: The plant operator shall immediately report the event to the agencies listed below:

    a.

    Jefferson Parish 911.

    b.

    Louisiana State Police.

    (2)

    Written report: The verbal report shall be followed within ten (10) working days of the event by a written report to Jefferson Parish's Hazardous Material Risk Coordinator and the Department of Environmental Affairs, and the said report shall be made available to the public upon written request. The plant shall also within the said ten (10) working days publish the written report on the plant's website, for a period of thirty (30) days. The written report shall contain the following information:

    a.

    Description of the nature of the event;

    b.

    Time and date of the event;

    c.

    Tanks or other storage containers, warehouse, yards and other storage sites involved;

    d.

    Materials involved;

    e.

    Actions taken to contain the event;

    f.

    Method of cleanup and status of cleanup operations; and

    g.

    Potential harmful effects of event on humans and the environment.
