§ 16-14. Acceptance of commercial and residential solid waste from sources outside of the geographical boundaries of the Jefferson Parish Sanitary Landfill prohibited.

  • (a)

    Prior to accepting any residential or commercial solid waste from sources outside of the geographical boundaries of Jefferson Parish, the Department of and Environmental Affairs must prepare and submit to the Jefferson Parish Council an impact statement. The statement must include, at a minimum, the following information:

    (1)

    A calculation on the impact of the out of parish waste on the air space and the life span of the Jefferson Parish Sanitary Landfill;

    (2)

    A budget report establishing a need for the additional revenues generated by the acceptance of out of parish waste streams;

    (3)

    An environmental impact statement on the impact of accepting out of parish waste at the Jefferson Parish Sanitary Landfill on the environment of our parish.

    (b)

    The Jefferson Parish Council must hold two (2) public hearings to receive public input on the acceptance of out of parish waste streams. One (1) meeting is to be held on the East bank and the other on the West bank of the parish.

    (c)

    A majority vote of the Jefferson Parish Council on a resolution approving the acceptance of waste streams from out of the parish must be approved prior to accepting any waste streams from sources outside of the geographical boundaries of Jefferson Parish.
