§ 18-4. Naming of library facilities.

(a)

No library facilities within the Jefferson Parish Library System shall be named or renamed for any individual(s), corporation(s), partnership(s), unincorporated association(s), unless the new or changed name includes reference to its geographical location.

(b)

No library facilities within the Jefferson Parish Library System shall be named or renamed in accordance with section 18-4 of the Jefferson Parish Code of Ordinances without first determining the cost to be incurred to implement the name change. No such costs or expenses shall be attributable to or paid out of the Jefferson Parish Library Department budget at any time.

(c)

Whenever the council approves a name change for any library facility, the council shall also appropriate funds from the general fund of the parish necessary to effect said name change.

(d)

Upon approval by the council, library facilities within the Jefferson Parish Library System may only be named for a deceased person or persons who had contributed to an extraordinary degree to the welfare of said system, but in all cases, the name of library facility must include a reference to the geographical location, subdivision or other community location of the facility.

(e)

Prior to the vote of the council regarding any proposed name change, a public meeting shall be held at the library facility affected by the proposed name change. Said meeting shall be called and conducted by the Jefferson Parish Council member representing the district in which said facility is located.

(f)

The procedure to change the name of any library facility within the Jefferson Parish Library System shall be by ordinance and not resolution, of the council.
