§ 19-10. Failure to abate; special assessment for work performed by parish.
If the required work is not done within fifteen (15) days after receipt of such written notice by the owner of the railroad right-of-way, or his agent, or within fifteen (15) days after the date of such notice if the notice should be returned to the parish by the post office department because of its inability to make delivery thereof, the parish may proceed to have the necessary work done either by its own employees or by an independent contractor, and may then proceed to adopt an ordinance levying a local or special assessment against the railroad right-of-way involved for the actual cost of such work, plus accrued interest at the rate of eight (8) percent per annum from the date of completion of the work.
