Any agency or department of the Parish of Jefferson having a responsibility for the
enforcement of any public health, housing, fire code, environmental, or historic district
ordinance, or any matters involving licensing and permits and any other ordinance
violations that may be determined by the Jefferson Parish Council, may impose civil
fines, civil penalties and hearing costs for violations of such ordinances by the
owners of immovable property or their agents, tenants or representatives pursuant
to the procedures for administrative adjudication established in this chapter.
