No person shall stand, sit, or remain next to the traveled part of any street for
the purpose of soliciting, or otherwise requesting contributions from, appealing for
employment from, or selling any item to, the occupants of vehicles using the street.
An exception shall be made for charitable organizations who comply fully with the
permitting process set forth in section 22-141 and section 22-142.
