§ 22-141. Permit required.

  • (a)

    It shall be unlawful for any person or organization, solicitor or agent therefor, to collect or solicit funds for or on behalf of any law enforcement agency without first obtaining a special permit at least fifteen (15) days before solicitation of funds begins.

    (b)

    Each person or organization, solicitor or agent therefor shall provide the following information with each application for a special permit to solicit funds.

    (1)

    Name and address of the association or organization; the name and address of each officer of the association or organization; the name and address of each solicitor or agent to be used by the association or organization; the name and address of each member of the association or organization.

    (2)

    A resolution of the association or organization stating:

    a.

    The general nature of the solicitation effort;

    b.

    The starting and ending date of the solicitation effort;

    c.

    The gross amount expected to be raised by the solicitation effort;

    d.

    The percentage of the gross amount collected that will be retained by any solicitor or agent representing the association or organization.

    (3)

    An annual report, to be filed not later than March 31 of each year for the preceding calendar year, listing all amounts collected, all expenses incurred, and a detailed breakdown of all funds disbursed.
