§ 23-23. Authorization of parish president to confer with employee representative.

  • The parish president or his designate is hereby authorized to meet and confer with a recognized representative of any association of employees in the parish civil service and under the jurisdiction of the parish president as outlined in the parish Charter, provided membership in the association is limited to nonsupervisory parish civil service employees employed with a single department of the parish, and further provided the association prohibits strikes, picketing and slowdowns or other job actions during the procedures provided for below. Nothing herein shall be interpreted as authorizing a public employee to engage in a strike or other job action. This recognition shall be extended for the purpose of seeking agreement upon a joint recommendation to the personnel board through the personnel director covering wages, benefits and working conditions. Any provisions contained in the joint recommendation that are determined by the personnel board to be without their jurisdiction shall, upon approval by the parish council, be incorporated into a binding con, tract with the association. The parish president and the association shall adopt procedures for conducting such conferences which shall include the right to propose to the parish council that unresolved issues be submitted to public referendum.
