§ 23-110. Compensation for public employees from nonpublic source.

  • (a)

    Payments for services to the parish. No public employee shall receive anything of economic value, other than his compensation from the parish and other normal employee benefits provided by the parish for or in consideration of personal services rendered or to be rendered to or for the parish.

    (b)

    Compensation for service to others. No public employee shall receive anything of economic value for or in consideration of personal services rendered, or to be rendered to or for any person during the term of his public employment unless such services are:

    (1)

    Bona fide and are actually performed by such employee;

    (2)

    Not within the course of his official duties;

    (3)

    Not prohibited by applicable laws or regulations governing nonpublic employment for such employee; and

    (4)

    Neither performed for nor compensated by any person from whom such employee would be prohibited from receiving a gift, unless the services and compensation are fully disclosed in writing to the employee's agency or department head.

    (c)

    Payments for future services to others. No public employee shall receive, directly or indirectly, anything of economic value during the term of public employment in consideration of personal services to be rendered to or for any person subsequent to the term of such employment. However, a public employee may enter into a contract for prospective employment during the term of employment with the parish.
