§ 25-354. Same—Goal 3. Maintain a safe, efficient, cost-effective, environmentally sound, and visually pleasing transportation system.

  • Objective: Establish policies and programs that offer feasible solutions to addressing traffic concerns within all residential and commercial neighborhood areas, while addressing questions of liability and maintenance of the high level of access required for community safety and security.

    Objective: Identify and adopt physical site design standards, which encourage convenient and direct connections between developed areas and the adjacent transportation systems, as well as the incentives, required to encourage compliance.

    Objective: Maintain a high level of coordination with the Louisiana Department of Transportation and Development (LDOTD), Federal Highway Administration (FHWA), adjacent parishes, and other agencies responsible for transportation system construction to minimize related impacts on adjacent areas to the extent possible.

    Objective: Encourage the use of public transportation in those areas where user populations exist or could be cultivated through a combination of new or enhanced services and facilities.

    Objective: Identify physical and policy improvements/initiatives that would make local bicycle and pedestrian facilities a safer, more reliable method for movement between areas.

    Objective: Coordinate major transportation improvements with ongoing programs to document the region's air quality conformity and compliance program as managed by the regional planning commission (RPC).

    Objective: Create an emergency response plan for the transportation network, with specific elements provided for hurricane evacuation and response to terrorist acts, hazardous materials spills and accidents.

    Objective: Proactively identify, dedicate, reserve, and procure rights-of-way for the construction of future transportation improvements.
