§ 25-440. Monitoring and review of the plan.

  • To ensure that the plan remains an effective guide for the parish, the planning department, with assistance from other departments, shall perform periodic evaluations of the goals, objectives, and policies within the plan.

    (a)

    Monitoring. On an annual basis and in conjunction with the budget cycle, the parish council shall review the goals of the plan, and the effect of any significant changes that may have occurred within the parish. The annual report shall describe the status of the plan implementation program, identify obstacles, policy gaps and needed policy clarifications, as well as new opportunities to achieve plan goals. The annual report also shall be used to refine implementation tasks and budgetary considerations.

    (b)

    Review. If specific plan tasks are not funded over a period of several years, the parish council should evaluate whether the tasks should be omitted from the plan. When there is a continuous conflict between funded activities and the goals and policies of this plan, the council should consider whether those goals or policies remain valid or need to be revised to reflect changing needs and conditions.

    The parish council shall review the plan as a whole at least once every five (5) years. This review shall consider, but not be limited to, the following:

    (1)

    The parish's progress in achieving objectives;

    (2)

    The parish's success in carrying out implementation tasks;

    (3)

    Changes in issues and conditions that form the basis of the plan;

    (4)

    Fiscal conditions and the ability to finance public investments recommended by the plan;

    (5)

    Community support for the plan's goals and policies; and

    (6)

    Changes in state or federal laws that affect the parish's tools for plan implementation.

    After such monitoring and review as outlined above, the parish council, in accordance with the amendment provisions of this chapter, shall adopt such parts or other amendments it deems necessary to update the plan.
