§ 2-42. Campaign contributor disclosure for land use action.

  • (a)

    Disclosure of campaign contributions required. When a property owner or his authorized agent files an application for development or land use action as defined in Chapters 33 and 40 of this Code that requires action by the Jefferson Parish Council, the application shall include a notarized affidavit regarding campaign contributions of the property owner and agent, if applicable, made either personally or through another person or firm, to any member of the parish council or the parish president. A property owner and agent shall disclose all monetary or in-kind contributions made during the twenty-four (24) consecutive months immediately prior to filing the complete application. If the applicant and agent have not made any monetary or in-kind contributions during the twenty-four (24) consecutive months immediately prior to filing the application, the affidavit shall be a statement of that fact.

    (b)

    Information required for affidavit. An application for development or land use action that requires council action shall not be complete until the receipt of the notarized affidavit regarding campaign contributions. The affidavit shall contain the following information on the form provided by the Jefferson Parish Planning Department:

    (1)

    Name and position of parish councilmember or parish president to whom campaign contributions were made, and the date, dollar amount, and description, in accordance with Louisiana ethics report filing requirements for campaign finance disclosure, of all monetary or in-kind campaign contributions made during the twenty-four (24) consecutive months immediately prior to filing the application; or

    (2)

    Statement of no monetary or in-kind campaign contributions during the twenty-four (24) consecutive months immediately prior to filing of the application.

    (c)

    Disclosure of contributions during application process. If the property owner or his authorized agent makes any monetary or in-kind campaign contributions, either personally or through another person or firm, between the date of the notarized affidavit filed with the complete application and the date the application is withdrawn, canceled, denied or the effective date of action by the Jefferson Parish Council, then the property owner or his authorized agent shall submit a notarized affidavit with the information required for affidavit to the planning department within three (3) business days of making each monetary or in-kind contribution.
