§ 2-261. Duties of director.
The director of capital projects shall assist all parish departments in the following functions:
(1)
Provide department policy and management guidance in the area of capital projects aimed particularly at developing consistency and increasing efficiency and cost effectiveness;
(2)
Assist in development of standardized contract forms and procedures for project management;
(3)
Assist in evaluating and developing standard guidelines for use in establishing and negotiating professional service fees related to capital projects;
(4)
Assist in development of chain of communication and plan for proper coordination and scheduling of capital projects by various departments;
(5)
Assist in development and implementation of standard procedures and reporting formats for use in management of capital projects, as well as development of capital projects (summary) reporting system and format (such as scheduling and budget);
(6)
Assist various departments as needed with capital project development, contract development and negotiations, and projects management;
(7)
Provide special assistance as needed with review/negotiation of major proposed contract changes;
(8)
Assist public works department directors in the management and administration of specialized public works projects.
(9)
Work closely with directors of public works in the management and administration of public works projects and coordinate such projects with public works department directors, consultants, contractors and administrative staff.

Assist in contract administration. This includes, but not limited to review and approval of payments to engineers and consultants, as well as contract amendments.
(11)
Coordinate public works department efforts with state and federal agencies.
(12)
Assist the public works director in securing state and federal funds for capital projects. This includes the preparation of grant related documents.
(13)
Resolves or assist in resolving problems related to capital improvement projects.
(14)
Assist the public works director in the investigation and handling of complaints.
(15)
Perform specific public works department coordination tasks, as delegated by public works director.
(16)
Coordinate problem resolution efforts within public works departments, as instructed by public works director.
(17)
Assist the public works director in creating policies and procedures affecting public works department.
(18)
Attend and participate in various meetings regarding public works projects, administration and planning and development.
(19)
Prepare various reports and coordinate report preparation within public works department groups, as delegated by the public works director.
(20)
Advise the parish president and director of public works regarding public works issues.
(21)
Supervise personnel assigned to capital project administration; reviews and monitors work, assigns tasks, approves leave, evaluates work performance and recommends discipline.

Assist the public works director with all activities relating to the department operating and capital budgets.
