§ 2-258. Duties of the director generally.

  • The director of drainage shall:

    (1)

    Assist the public works director in the responsibility of drainage and control of storm waters to include canals, pumping stations, and all related structures within the boundaries of the parish;

    (2)

    Direct engineering personnel and field superintendents in planning and implementing drainage and flood control system project schedules;

    (3)

    Assist the department of capital projects in establishing scope of work and design criteria for drainage capital projects;

    (4)

    Direct engineers and consultants regarding department projects scope and design criteria;

    (5)

    Inspect operation/maintenance and construction projects;

    (6)

    Provide department policy and management guidance in all areas of drainage and pumping station operations;

    (7)

    Evaluate department operations for all areas of drainage and pumping stations and report to the parish president and the director of public works on drainage department performance;

    (8)

    Coordinate budget formulation activities for the department of drainage; coordinate annual five-year capital projects budget; review and authorize expenditures;

    (9)

    Direct the department of drainage in formulating and evaluating operating policies, programs and procedures and effective and efficient job performance;

    (10)

    Prepare reports on departmental operations evaluating performance against established objectives, and special reports on operating problems or plans as required;

    (11)

    Prepare policy statements and plans for the department of drainage under the direction of the director of public works;

    (12)

    Be responsible for the administrative management of operations and maintenance of all drainage department facilities and pumping stations;

    (13)

    Serve as department appointing authority and fulfill all duties and responsibilities required of an appointing authority.
