§ 2-935.12. Technical review committee.

(a)

The letters of interest and statements of qualifications received from the advertisement of the notice of intent from designer-builders are to be reviewed by the technical review committee as defined in this division.

(b)

The technical review committee shall evaluate the responses to the notice of intent received by the parish using the submittals required in section 2-928 and the criteria established in section 2-935.11 and section 2-935.13. Additionally, the following general criteria used by the technical evaluation committee in evaluating responses to the notice of intent for design-build services shall apply to both the design and construction components of any responding entity:

(1)

Experience of both the design and construction entity components and of key personnel as related to the project under consideration;

(2)

Past performance on parish projects; and

(3)

Any project-specific criteria as may apply to project needs.

(c)

The technical review committee shall evaluate the letters of interest from responding entities on the basis of the criteria set forth in this division and shall select a short list of not more than five (5) of the highest rated entities. The technical review committee may, at its discretion, be assisted by other department personnel in its evaluation of an entity's qualifications. The technical review committee shall present its short list to the public works director.

(d)

The short-listed entities shall be invited by the public works director to submit a detailed technical and cost proposal for the design-build project, except that statements of qualifications must be received from at least two (2) qualified design-build competitors in response to a formal request for qualifications in order to proceed with a request for technical proposals. The invitation from the public works director to the short-listed entities shall specify a deadline for submission of such proposals.
