The service of a rule to show cause, or the introduction of a proposed ordinance of
revocation, termination, and prohibition, or both, shall suffice as notice to the
respondent that it should not make any further investment in equipment, facilities
and plant within the parish in anticipation of any return on same, unless the council
or the LPSC or a federal regulatory agency expressly determine that said investment
is or was required to meet an emergency or urgently necessary to continue safe and
efficient delivery of a necessary service, or unless said further investment is expressly
approved by the council.
