It shall be unlawful for any person who operates a party bus to load or unload passengers
in a residential neighborhood or on residentially zoned property, which includes,
but is not limited to, a school, church, park, or recreational facility, in unincorporated
areas of Jefferson Parish without the express written consent of the property owner.
