§ 38-14. Responsible behavior, good conduct, and presentation.

  • (a)

    Operation, speed, and driving of vehicles regulated by this chapter shall conform with this Code and state law.

    (b)

    Operators, drivers, and companies are to answer communications and summonses received from PMZ.

    (c)

    Any operator/driver transporting any child(ren) under thirteen (13) years of age in a vehicle equipped with safety belts shall have each such child properly secured in accordance with state law.

    (d)

    No operator, driver, or company shall be on duty while under the influence of any alcoholic beverage or controlled substance other than medication prescribed by a physician; and no operator/driver shall operate a vehicle regulated by this chapter while under the influence of any alcoholic beverage or controlled substance other than medication prescribed by a physician, provided that such prescribed medication does not warn that the user not operate machinery while taking the medication or that the prescribed medication does not impair the normal faculties of the operator/driver. Additionally, no operator/driver shall operate, be on duty, or be on call for more than twelve (12) hours within any period of twenty-four (24) hours.

    (e)

    No operator, driver, or company shall interfere with, impede, obstruct the legal operation of, or intentionally damage any vehicle (or its equipment) authorized to operate under the provisions of this chapter; nor shall any such person/business threaten, abuse, insult, provoke, interfere with, impede, or obstruct operations under this chapter.

    (f)

    Operators, drivers, and companies shall be neat in appearance/dress and conduct themselves in a polite and professional manner at all times when serving the public to represent the Parish of Jefferson, its VFH industry, and the Jefferson Parish tourism/hospitality industry favorably to the community, its guests, and the public at large.

    (g)

    Vehicles regulated by this chapter, particularly the interiors, must: be kept clean, free of offensive odors, and in good condition; be mechanically fit; and have a valid state-issued inspection sticker with lights and signal devices in good working order.

    (h)

    Operators, drivers, and companies shall have a responsible policy to address items lost or left in vehicles, including efforts to locate the owners of all such items; and, if the owner of any such item requests return delivery, actual fare may be charged to such individual for such delivery.
