§ 38-15. Company license, fees, and reports.
(a)
It shall be unlawful for any company to provide VFH service in unincorporated Jefferson Parish without obtaining and maintaining a company license issued by PMZ. A company license is valid for one (1) year from the date of issue and is non-transferable.
(b)
Fees:
(1)
Prior to the issuance or renewal of a company license, each applicant shall pay either an annual license fee of:
a.
Two hundred fifty dollars ($250.00) per authorized vehicle; or
b.
Ten thousand dollars ($10,000.00) for unlimited authorized vehicles.
(2)
All companies issued a company license shall also pay in quarterly installments to the Parish of Jefferson per-ride fees of:
a.
One-half dollar ($0.50) for all rides originating in unincorporated Jefferson Parish in which a taximeter is not used to determine the fare in accordance with section 38-27(b).
(3)
Any company paying an annual license fee per authorized vehicle may at any time remit additional payments to the Parish of Jefferson to add additional authorized vehicles to a company license. However, each additional vehicle to be authorized shall be subject to the full per-authorized-vehicle fee of two hundred fifty dollars ($250.00). In all cases, all such additional vehicle authorizations shall expire upon the next-occurring expiration of the company license, regardless of date(s) of additional vehicle authorization(s) and irrespective of date(s) of payment(s).
(c)
Companies issued a company license shall provide quarterly reports to PMZ to include:
(1)
Details of driver(s), including the following for each driver:
a.
Full name;
b.
Date of birth;
c.
Driver's license number and state reference;
d.
Recent photograph as displayed to passengers;
e.
License plate number(s) and state reference(s) for vehicle(s) authorized to operate; and
f.
Active dates of employment/contracts;
(2)
Results of background checks, safety inspections, and drug tests; and
(3)
A full listing of rides comprising the one-half dollar ($0.50) per ride fees that are required to be submitted quarterly to the Parish of Jefferson.
(d)
No applicant shall receive a company license without first having applied for and received an occupational license from the Jefferson Parish Sheriff's Office. The occupational license application shall include: proof of registration to conduct business in the state; the name, address, and contact information of an agent for service of process within the state; and the address of an office located within the Jefferson Parish region. A physical office must be maintained in the Jefferson Parish region; a P.O. Box is not sufficient.
(e)
All companies shall furnish to PMZ additional reports, as PMZ may require.
