§ 6-70. Attire and characterization.

  • (a)

    No participant of a Carnival/Mardi Gras float or truck-float parade shall ride in public view unless that person is constantly costumed and masked as to disguise his or her facial characteristics. Participants with painted faces shall be considered as masked if the face painting disguises facial characteristics in the same manner as a mask. No participant shall be considered as masked by the wearing of sunglasses. This provision shall not apply to the king, queen, captain, officers, maids, dukes, pages, attendants or special guest celebrities.

    (b)

    All participants in each parade, whether on floats, truck-floats, horseback, in cars, or other types of vehicles, or marching, shall be decently attired and no sexually indecent dress or characterization shall be allowed. Parade organizations or any participant thereof shall be prohibited from conducting themselves in a vulgar or indecent manner or display any behavior that would be shocking or offensive to the general public.

    (c)

    No person shall be allowed to participate in a parade if obviously intoxicated.

    (d)

    It shall be unlawful for any person to smoke while on a float or truck, before, during, or after the parade or any other time or place deemed unsafe by the office, parade organization, fire personnel or duly authorized law enforcement officials.

    (e)

    The carrying of firearms by any parade participant is prohibited. Duly commissioned law enforcement personnel are exempted. Any other persons duly authorized and licensed to carry a firearm and is acting in an official capacity must notify the office with the reason for carrying such firearm and be approved by the office to carry such firearm.

    (f)

    No music shall be played in any parade that is not acceptable for public airwaves. Music must not have any words that are deemed unacceptable by the Federal Communications Commission.

    (g)

    Microphones, megaphones, and any other type of device used to project someone speaking to persons along the parade route are prohibited, except for use by performing bands and musicians.
