All dealers who have permits, may at their option pay the animal shelter department
or its designee an annual registration fee as specified in section 7-30(d) by January thirty-first of each year, in lieu of registering his dogs or cats
individually in accordance with this section; provided further, that no dog may be
sold unless it has been inoculated against distemper, hepatitis and leptospirosis
and also for rabies if four (4) months or older, and that no cat may be sold unless
it has been inoculated against distemper, rhinotracheitis and calici, and also for
rabies if four (4) months or older.
