Any requirements necessary for the safety, strength, stability or proper operation
of an existing or proposed building, structure, electrical, gas, mechanical or plumbing
system, or for the public safety, health and general welfare, not specifically covered
by this chapter or the other technical codes, shall be determined by the code official.
Any ambiguity in this chapter's regulations shall be interpreted, by the code official,
in accordance with the intent of this chapter to secure the beneficial purposes of
public health, safety and general welfare.
