If, in the opinion of the code official, the application for a permit and accompanying
contract documents do not substantially conform to the requirements of the technical
codes, zoning ordinance, or other pertinent laws the code official shall not issue
a permit. The code official shall return the contract documents and inform the applicant
of the permit refusal. The code official's refusal shall, when requested, be in writing
and shall contain the reason for refusal. All plan processing fees are non-refundable
and shall not be returned to the applicant.
