§ 8-2-104.3. Work commencing before building permit issued or filing application accepted.

Any person who commences work on a building or structure, before obtaining the building
permit required by section 8-2-103.1.1 shall be subject to a violation fee of three hundred dollars ($300.00) (see section 8-2-104.5).
This violation fee shall be paid with the application for the building permit. No
permit shall be issued until the violation and appropriate building permit fee has
been paid. This violation fee shall be in addition to the original required building
permit fees. But, the payment of such penalty fee (s) shall not relieve any person
from fully complying with the requirements of this chapter.
Any person who shall perform work on any electrical, gas, mechanical or plumbing system
before filing the necessary application for inspection of such work with the appropriate
section of the department shall be subject to a three hundred dollars ($300.00) violation
fee (see sections 104.6.3, 104.7.3, 104.9.3). Such violation fee shall be paid with
the proper filing application and fees. This violation fee is in addition to the original
filing application fees. However, payment of such penalty fee(s) shall not relieve
any person from fully complying with the requirements of the technical provisions
of this chapter.
