§ 13-36. East Bank consolidated special service fire protection district.

  • (a)

    Creation. Having been requested to do so by resolutions of fire protection districts no. 1 and 2 of the parish dated May 9, 1963, there is hereby created the East Bank consolidated special service fire protection district, consisting of the territory presently contained in fire protection district no. 1 and fire protection district no. 2, which consolidated district shall have the following described boundaries:

    Beginning at the intersection of the division line between the Parishes of Jefferson and Orleans with the north bank of the Mississippi River; thence along the north bank of the Mississippi River, following the meandering of same to its intersection with the eastern corporate limits of the City of Harahan, the line being the division between the 7th and 9th Wards of the Parish of Jefferson; thence along the division line between the 7th and 9th Wards of the Parish of Jefferson to the intersection with the line between Wards 8 and 9; thence continuing along the division line between Wards 8 and 9 to its intersection with the eastern corporate limits of the City of Kenner; thence continuing along the eastern corporate limits of the City of Kenner in a northeasterly direction to its intersection with the shores of Lake Pontchartrain; thence continuing and meandering in an easterly direction along the shores of Lake Pontchartrain to its intersection with the division line between the Parishes of Orleans and Jefferson; thence southerly along the division line between the Parishes of Orleans and Jefferson to its intersection with the north bank of the Mississippi River, the point of beginning.

    (b)

    Official designation. The name of the consolidated special service fire protection district shall be "East Bank Consolidated Special Service Fire Protection District of Jefferson Parish, Louisiana."

    (c)

    (1)

    That in accordance with R.S. 40:1563, a fire prevention bureau is hereby established in East Bank Consolidated Special Service Fire Protection District of Jefferson Parish, Louisiana, which shall be known and is hereby designated as East Bank Consolidated Special Service Fire Prevention Bureau of Jefferson Parish, Louisiana.

    (2)

    That East Bank Consolidated Special Service Fire Prevention Bureau of Jefferson Parish, Louisiana shall be headed by the fire chief of East Bank Consolidated Special Service Fire Protection District of Jefferson Parish, Louisiana or by an employee of said fire protection district designated by the fire chief.

    (3)

    That East Bank Consolidated Special Service Fire Prevention Bureau of Jefferson Parish, Louisiana shall be staffed with qualified individuals whose credentials have been reviewed by the fire marshal and who have successfully completed, according to criteria established by the fire marshal, special training in fire inspection and fire codes in a course approved by the fire marshal at the Louisiana State University Fire and Emergency Training Institute or a course deemed equivalent or superseding by the fire marshal.

    That those codes as adopted and enforced by the state fire marshal are hereby adopted as a minimum standard.

    (5)

    That copies of inspection reports be filed with the state fire marshal's office on forms acceptable to the fire marshal.

    (6)

    That the staff of East Bank Consolidated Special Service Fire Prevention Bureau of Jefferson Parish, Louisiana shall undergo continuing education as necessary to maintain standing through a training program recognized by the fire marshal.

    (7)

    That the authority of the fire marshal to monitor the performance of the fire prevention bureau in the performance of those functions which would otherwise be performed by the fire marshal is recognized.
