§ 13-127. Emissions and odor control.

The plant operator shall be responsible for controlling emissions and nuisance odors from his facility. Safeguards shall be provided to limit obnoxious or offensive emissions of smoke, gas, dust and odors, other noxious or offensive fumes, or spilled liquids.
