§ 23-60. Appropriation, availability of funds.

No official travel can be authorized unless there are sufficient funds appropriated. Unless the funds are available, there will be no transportation or hotel accommodations reserved by the department of general services and procurement, and no cash advances or reimbursement for expenses will be made by the department of finance.
