§ 25-193. West Bank population.
The data contained in the 2000 Census reports the total population for the West Bank Region of Jefferson Parish to be one hundred ninety-eight thousand two hundred twenty-seven (198,227) persons. This is an increase of ten thousand six hundred thirty (10,630) persons or five and seven tenths (5.7) percent from the 1990 Census (total population of one hundred eighty-seven thousand five hundred ninety-seven (187,597) persons) and an increase of eighteen thousand two hundred fifty-seven (18,257) persons or ten and one tenth (10.1) percent from the 1980 Census (total population of one hundred seventy-nine thousand nine hundred seventy (179,970) persons). The total West Bank population in the unincorporated areas of Jefferson Parish is one hundred sixty-six thousand seven hundred sixty-one (166,761).
The data contained in the 2000 Census reports the racial composition of the Jefferson Parish West Bank Region to be one hundred nine thousand three hundred twenty-seven (109,327) persons or fifty-five and two tenths (55.2) percent White; seventy-three thousand two hundred ninety-eight (73,298) persons or thirty-seven (37.0) percent Black/African American; one thousand two hundred thirty-five (1,235) persons or six tenths (0.6) percent American Indian/Alaskan Native; seven thousand five hundred sixty-five (7,565) persons or three and eight tenths (3.8) percent Asian/Pacific Islander; and three thousand four hundred thirteen (3,413) persons or one and seven tenths (1.7) percent of some other race. The population comprised of Hispanic/Latino ethnicity is reported to be ten thousand seven hundred twenty-seven (10,727) persons or five and four tenths (5.4) percent of the total population. Additionally, the 2000 Census introduces a new category for multiracial identity. The population reporting two or more races includes three thousand three hundred eighty-nine (3,389) persons or one and seven tenths (1.7) percent of the total population.
The White population (one hundred nine thousand three hundred twenty-seven (109,327) persons or fifty-five and two tenths (55.2) percent of the 2000 Census total population) shows a decrease of fourteen thousand three hundred seventy-nine (14,379) persons or eleven and six tenths (11.6) percent from the 1990 Census (White population of one hundred twenty-three thousand seven hundred six (123,706) persons or sixty-five and nine tenths (65.9) percent of the total population in 1990) and a decrease of twenty-three thousand one hundred ninety-four (23,194) persons or seventeen and one-half (17.5) percent from the 1980 Census (White population of one hundred thirty-two thousand five hundred twenty-one (132,521) persons or seventy-three and six tenths (73.6) percent of the total population in 1980).
The Black/African American population (seventy-three thousand two hundred ninety-eight (73,298) persons or thirty-seven (37.0) percent of the 2000 Census total population) shows an increase of eighteen thousand five hundred forty (18,540) persons or thirty-three and nine tenths (33.9) percent from the 1990 Census (Black/African American population of fifty-four thousand seven hundred fifty-eight (54,758) persons or twenty-nine and two tenths (29.2) percent of the total population in 1990) and an increase of thirty-one thousand three hundred fifty-nine (31,359) persons or seventy-four and eight tenths (74.8) percent from the 1980 Census (Black/African American population of forty-one thousand nine hundred thirty-nine (41,939) persons or twenty-one and two tenths (21.2) percent of the total population in 1980).
The American Indian/Alaskan Native population (one thousand two hundred thirty-five (1,235) persons or six tenths (0.6) percent of the 2000 Census total population) shows an increase of thirty-seven (37) persons or three and one tenth (3.1) percent from the 1990 Census (American Indian/Alaskan Native population of one thousand one hundred ninety-eight (1,198) persons or six tenths (0.6) percent of the total population in 1990).
The Asian/Pacific Islander population (seven thousand five hundred sixty-five (7,565) persons or three and eight tenths (3.8) percent of the 2000 Census total population) shows an increase of one thousand seven hundred twenty (1,720) persons or twenty-nine and four tenths (29.4) percent from the 1990 Census (Asian/Pacific Islander population of five thousand eight hundred forty-five (5,845) persons or two and nine-tenths (2.9) percent of the total population in 1990).
The population that is categorized as some other race (three thousand four hundred thirteen (3,413) persons or one and seven tenths (1.7) percent of the 2000 Census total population) shows an increase of one thousand three hundred twenty-three (1,323) persons or sixty-three and three tenths (63.3) percent from the 1990 Census (some other race population of two thousand ninety (2,090) persons or one and one tenth (1.1) percent of the total population in 1990).
The 2000 Census reports that the population of Hispanic/Latino ethnicity is ten thousand seven hundred twenty-seven (10,727) persons or five and four tenths (5.4) percent of the total population. This is an increase of one thousand nine hundred forty-seven (1,947) persons or twenty-two and two tenths (22.2) percent from the 1990 Census (Hispanic/Latino population of eight thousand seven hundred eighty (8,780) persons or four and seven tenths (4.7) percent of the total population in 1990).

The 1990 Census reported the age breakdown for the West Bank Region of Jefferson Parish at fifty-eight thousand seven hundred twenty-nine (58,729) persons or thirty-one and three tenths (31.3) percent of the total population were under eighteen (18) years of age, one hundred fifteen thousand one hundred twelve (115,112) persons or sixty-one and four tenths (61.4) percent of the total population were eighteen (18) to sixty-four (64)years of age, and thirteen thousand seven hundred fifty-six (13,756) persons or seven and three tenths (7.3) percent of the total population were sixty-five (65) years and older.
This shows a population decrease from 1990 to 2000 for the population under eighteen (18) years of age of seven hundred sixty-eight (768) persons or one and three tenths (1.3) percent, an increase for the population eighteen (18) to sixty-four (64) years of age of seven thousand eight hundred fifty-six (7,856) persons or six and eight tenths (6.8) percent, and an increase in the population sixty-five (65) years and older at three thousand five hundred forty-two (3,542) persons or twenty-five and seven tenths (25.7) percent.
The 2000 Census reported the sex breakdown for the West Bank Region of Jefferson Parish as ninety-five thousand five hundred sixty-seven (95,567) persons or forty-eight and two tenths (48.2) percent of the total population is male and one hundred two thousand six hundred sixty (102,660) persons or fifty-one and eight tenths (51.8) percent of the total population is female.
The 1990 Census reported the sex breakdown for the West Bank Region as ninety-one thousand one hundred fifty-five (91,155) persons or forty-eight and six tenths (48.6) percent of the total population was male and ninety-six thousand four hundred forty-two (96,442) persons or fifty-one and four tenths (51.4) percent of the total population was female.
This shows an increase in the male population from 1990 to 2000 of four thousand four hundred twelve (4,412) persons or four and eight tenths (4.8) percent and an increase for the female population of six thousand two hundred eighteen (6,218) persons or six and four tenths (6.4) percent.
