    (1)

    Identify stable neighborhoods (residential, commercial and industrial), which should not be infused with incompatible uses, which may undermine transportation system capacity and operations.

    (2)

    Redevelop declining retail commercial streets and facilities with a mixture of uses and activities that utilizes available space and creates an opportunity for parish residents to live closer to their work sites.

    (3)

    Incorporate mixed-uses at a scale compatible to the surrounding area, and the community in which it will be developed.

    (4)

    Use density bonuses to encourage increases in the floor-to-area ratio (FAR) and land use diversity within existing and future regional centers (such as the Metairie CBD and Elmwood Business Center) for the purpose of enhancing transportation amenities (local street connections, sidewalks, bus stops), public arts and greenspaces.

    (5)

    Link development to parking demand so that demands can be managed inside of designated areas, preventing overflow into adjacent areas and potential conflicts.

    (6)

    Concentrating critical community services, such as parks, schools, libraries, social services, churches, near homes, jobs and transit stops in areas of dense development.

    (7)

    Work with neighborhoods and property owners to maintain existing and future walkways.

    (8)

    Require traffic-calming techniques where traffic speeding through residential and urban neighborhoods is excessive.

    (9)

    Take advantage of zoning to encourage higher density land-uses around identified transportation nodes with concentrations of transportation infrastructure (roads, transit, sidewalks).

    (10)

    Identify economic opportunities that stimulate pedestrian activity in identified core commercial centers or nodes.
