§ 2-3. Official newspaper/journal.

  • (a)

    The newspaper or other publication owned, published or edited by the publisher, as provided in section 2-2, shall be designated the official newspaper or official journal for the parish; and a contract shall be awarded to the publisher for the publication of all minutes, ordinances, resolutions, budgets and other official proceedings of the parish.

    (b)

    The newspaper or other publication shall maintain a general paid circulation within the parish and shall have a second class mailing permit at a United States Post Office located within the parish.

    (c)

    In all cases when it is required by law that ordinances, resolutions, budgets, minutes or other proceedings, or notices or advertisements of any kind, by any public officer be published or inserted in the official newspaper or official journal of the parish, such publication or insertion shall be as valid when made in supplements to such newspaper or publication as if they had been made in the sheets of same.

    (d)

    The parish, by resolution or contract, may adopt additional standards or qualifications which a newspaper or other publication must adhere to in publishing the minutes, ordinances, resolutions, budgets and other official proceedings of the parish.
