§ 2-155.1. Qualifications, appointment and salary of director.

  • (a)

    Qualifications . The compliance and ethics officer shall be the director of governmental compliance and shall be qualified by education, training and prior administrative and/or management experience and shall have been admitted to the practice of law in Louisiana for at least five (5) years, or shall be a certified compliance and ethics officer possessing a bachelor degree or higher in accounting, finance, business, public administration or closely related field with at least twelve (12) hours of accounting course work. In addition, the compliance and ethics officer shall have at least five (5) years of progressively responsible experience in the practice of compliance and ethics law or six (6) years of professional level experience in compliance and ethics review; and a minimum of three (3) years' management or advance level experience involving responsibility for planning, organizing and independently performing compliance/ethics review, including compliance audits and internal control reviews in large-scale diverse organizations.

    (b)

    Appointment. The compliance and ethics officer shall be appointed by the parish president with the approval of council.

    (c)

    Salary . The salary of the compliance and ethics officer shall be established by the parish president within the pay grade for the position as defined in the executive pay plan.
