§ 2-735. Duties of; compliance with O.E.O. regulations; budget approval; exception from civil service; personal regulations.

  • (a)

    The community action advisory board shall be advisory in nature and a body that disseminates information to the community. The board must remain a tripartite (three (3) sectors of the community) while active. All fiduciary, contractual, grant application or agreement decisions for the C.A.A. will come by approval of the Parish Council. All grant oversight and C.A.A. program content will be decided upon by the Director of the C.A.A. whom is the parish president's at-will appointee, under advisement from parish administration and the C.A.A. advisory board. The C.A.A. board will bear no fiduciary or programmatic responsibility. The board will approve reports as delivered to them by JEFFCAP staff.

    (b)

    In this regard and considering employment under this program, and as the board consists of appointed members, it shall be exempt from any and all civil service regulations and personnel regulations of the parish, and shall comply solely with the regulations and guidelines of Economic Opportunity Act, as amended.
