§ 2-904. Purchases exceeding five thousand dollars.

  • (a)

    Written bids shall be obtained for each purchase in excess of five thousand dollars ($5,000.00). The request for bid should be sent to as many qualified bidders as practicable. The standard bid form will be used for all such transactions, and each bidder must return his bid envelope to the purchasing department on or before the time specified. The outside of the envelope must have all the vendor's required information.

    (b)

    No envelope shall be opened prior to the time specified for such opening. At the time of opening, all applicable envelopes shall be opened by a responsible person of the purchasing department. The person who opens the envelopes shall then distribute the bids to the buyer responsible for the particular transaction involved, and a tabulation shall be made after which a purchase order or contract is to be issued.

    (c)

    If less than three (3) quotations are received for any transaction, the purchasing buyer may, at his discretion, make the award to the lowest responsible bidder if, in his opinion he has obtained as good a price as could be reasonably expected.

    (d)

    All interested parties are welcome to attend bid openings.

    (e)

    Alternatively, bids may be submitted to parish through a uniform and secure electronic interactive environment. For bids between the amount of five thousand dollars and one cent ($5,000.01) and the sum set in R.S. 38:2212.1, and not regulated by state law, parish may elect to notify potential bidders of bid proposals via postal mail, e-mail, or fax. Bid specifications shall be available for download from the parish's website address, by hard copy, or the electronic interactive environment, if applicable. Notification shall provide acceptable methods for receipt of bids such as, but not limited to, sealed bid, electronic interactive environment, etc.
