§ 32-64. Requirements for all banners.

  • All banners sponsored by Jefferson Parish or other entities must meet the following requirements:

    (1)

    Construction of banners.

    a.

    Banners must be constructed of one hundred (100) percent acrylic canvas-type awning fabric. Banners to be displayed for fifteen (15) days or a shorter period may be made of heavy-duty nylon. Banners made of vinyl materials, disposable or paper derivative materials shall not be permitted.

    b.

    Banners are to be of double-sided construction with liner, air vents, top and bottom sleeves and corner grommets. All edges and all seams and edge folds must be double-stitched with heavy-duty cord.

    c.

    The top and bottom sleeves of the banners are to be two (2) inches wide with solid brass grommets located one (1) inch above the bottom sleeve and two (2) inches from the outer edge of the banner. There are to be four (4) grommets per banner.

    d.

    Proper grommets and nylon tie cords are to be used in the installation of the banners on the light pole banner brackets to ensure safety and security.

    e.

    No mylar or reflective materials may be used in the banner design.

    (2)

    Content of banners. Banners advertising events should do so through artwork which is creative and visually stimulating, not through the use of corporate or sponsor names, logos or text. Sponsor credits or acknowledgments must not occupy more twenty-five (25) percent of the total surface of the banner with the graphic image depicting or promoting the event to occupy the entire remaining surface of the banner.
