Except as provided below, before a subdivision plat is recorded or the department
of inspection and code enforcement issues the final certificate of compliance or completion
on the building permit for a site plan approved by the planning director or council,
all applicants shall be required to complete, to the satisfaction of the public works
director, all street, sanitary, and other public improvements required by this UDC.
The required improvements shall be those specified in the approved construction plans
or site plans.
