No person shall prevent, delay or interfere with the department of parkway or its
employees or the employees of any other parish department in the planting, pruning,
spraying or removal of a tree, shrub or plant in or on public property, or in the
removal of stone, cement, or other substance about the trunk of a tree or other vegetation
in or on public property.
