§ 38-1. Definitions.
For the purpose of this chapter, the following terms and phrases have the respective meanings ascribed to them in this section, unless a definite meaning clearly appears from the context:
Company means a natural person or legal entity in the business of employing or contracting with drivers to provide vehicle-for-hire services in accordance with this chapter.
Company license means the written authority granted by Jefferson Parish to a company to operate within the unincorporated parish limits pursuant to the requirements of this chapter.
Compensation means remuneration or anything of economic value that is provided, promised, or donated primarily in exchange for services rendered.
Driver means a natural person authorized to operate a vehicle-for-hire in accordance with this chapter.
Driver authorization means the authority granted by a company for a driver to operate a vehicle-for-hire within the unincorporated parish limits in accordance with this chapter.
Jefferson Parish region means the Parish of Jefferson, its municipalities, and the city of New Orleans.
Operator means a natural person authorized to operate a vehicle regulated by this chapter.
Passenger means a natural person, other than the driver, who is transported in a vehicle-for-hire.
PMZ means the department of property maintenance zoning/quality of life.
Rideshare means the traveling of two (2) or more persons by any mode of private passenger vehicle, including but not limited to: carpooling, van pooling, or bus pooling to any location incidental to another purpose of the driver for which compensation is neither accepted, collected, encouraged, promoted, or requested and for which the primary purpose of the driver is not based on profit or revenue.
Sightseeing cars and buses means any motor vehicle used principally on sightseeing tours to transport natural persons at a charge or fare per person for each tour fixed by agreement in advance or for hire otherwise at a charge for each vehicle per trip fixed by agreement in advance.
Street means the parking and travel lanes of any public street, avenue, road, boulevard, alley, lane, highway, drive, or the parking and travel lanes of any public park, railroad station, depot, airport, ferry landing, or the parking and travel lanes of any other public place under control of unincorporated Jefferson Parish which are used regularly or may be used by vehicles regulated under this chapter to pick up or discharge passengers.
Taxicab or taxi means any VFH equipped with a taximeter and authorized by the parish to accept street hails along the streets of unincorporated Jefferson.
Taximeter means a mechanical/electronic instrument/device by which the charge for hire is mechanically/electronically calculated (either for waiting time, distance traveled, or both) and upon which such charge shall be indicated by means of figures.
Vehicle-for-hire (VFH) means any motor vehicle used to transport passengers for compensation within the unincorporated Jefferson Parish limits. The term vehicle-for-hire excludes:

School and church buses;
(2)
Ambulances;
(3)
Funeral home vehicles;
(4)
Any vehicle engaged in operations under a certificate or permit issued by the interstate commerce commission;
(5)
Sightseeing cars and buses;
(6)
Vehicles operating in a parade permitted by the parish;
(7)
Animal/human-powered vehicles (horse-drawn carriages, pedicabs, etc.);
(8)
Shuttle vehicles (vehicles used for courtesy transportation without compensation);
(9)
Passenger and transit vehicles owned, operated, leased, or controlled by a governmental agency; and
(10)
Transportation services for the transportation disadvantaged provided pursuant to R.S. Pt. I of Ch. 427.
VFH stand means a place where certain vehicles regulated by this chapter may be authorized by PMZ to park and to pick-up or discharge passengers.
VFH zone means a place where certain vehicles regulated by this chapter may be authorized by PMZ to pick-up or discharge passengers, but not to park.
