The regulations contained in this division are ordained and required for the public
health, safety, morals, good order, convenience and general welfare of the community.
It is the intention of this article to establish reasonable limits to the demand for
law enforcement, fire, sanitation, and other parish services and to maintain the great
tradition of Carnival.
