§ 6-67. Definitions.

  • For the purpose of this article, the following terms are defined as follows:

    Auxiliary vehicle is a motor vehicle that is properly registered and licensed for use on a public street and which bears a current inspection tag.

    Captain is the individual designated as the lead officer of a krewe, to be responsible for the krewe's regular operations, financials, and all general parade aspects.

    Carnival/Mardi Gras event day is any one (1) of the following days: any Friday, Saturday, or Sunday during the Carnival/Mardi Gras parade season; the Monday before Mardi Gras (Lundi Gras); or Mardi Gras Day itself.

    Carnival/Mardi Gras parade is a parade staged during the official carnival parade season conducted by a non-profit carnival organization consisting of floats, mini floats, tandem floats, bands and marching organizations.

    Carnival/Mardi Gras parade season is designated as that period beginning with the second Friday before Mardi Gras (Family Gras Friday) and continuing through Mardi Gras Day, both inclusive.

    Family Gras/Mardi Gras event day is any one (1) of the following days: the second Friday, second Saturday, or second Sunday before Mardi Gras (Family Gras Friday, Family Gras Saturday, or Family Gras Sunday); or Mardi Gras Day itself.

    Float is a vehicle with four (4) or more wheels without brakes or an engine for its own propulsion, upon which is constructed artistic designs and which carries constantly costumed and masked riders.

    Float builder refers to an individual or an organization that designs, builds, and/or repairs floats and which also owns the minimum number of floats as required by section 6-82(h) of Chapter 6, Article V of the Code of Ordinances.

    Float lieutenant refers to a person designated by the captain of the krewe who shall be responsible for maintaining acceptable conduct and decorum on the float, in accordance with Jefferson Parish Ordinances relative to Carnival/Mardi Gras parades.

    Float parade organization is a non-profit corporation, with at least two hundred (200) constantly costumed and masked riders and organized under the laws of the state, for the sole purpose of staging a parade, which primarily uses a number of floats for its parade.

    Float provider refers to an individual or an organization that owns the minimum number of floats as required by section 6-82(h) of Chapter 6, Article V of the Code of Ordinances.

    Krewe is any non-profit corporation granted a permit by the office to conduct a Carnival/Mardi Gras parade, whether or not the actual name of the organization includes the word "krewe."

    Marching club is a non-profit corporation, organized under the laws of the State of Louisiana, for the purpose of parading in costume and on foot during an official parade.

    Mardi Gras is the last day of the Carnival/Mardi Gras parade season, otherwise known as "Fat Tuesday," being the day before Ash Wednesday in the Catholic liturgical calendar.

    Material misrepresentation is defined to include any of the following:

    (1)

    The furnishing of false information in any parade application; or

    (2)

    Providing false information that financial agreements have been met with the float providers for floats; or

    (3)

    Providing false information to the director of citizens' affairs in response to inquiries made to the parade or parade organization.

    Office refers to the office of special events and services under the department of citizens' affairs.

    Parade marshal refers to a person designated by each captain of a Mardi Gras parading organization, who shall be responsible for the orderly assembly, conduct and disbandment of the parade within the guidelines set down by the Jefferson Parish Code of Ordinances and the captain of the krewe.

    Smoke means smoking or to smoke as defined in section 20-121.

    Truck-float is a normal commercial semi-trailer and/or flat bed, which is decorated and carries constantly costumed and masked riders.

    Truck parade organization is a non-profit corporation, organized under the laws of the state, for the sole purpose of staging a parade, which uses only trucks for its parade.
