§ 6-83. Generators.

All generators that are used in conjunction with a parade shall comply with the following requirements:

(1)

Every truck or auxiliary vehicle must pre-register to use a generator with the Carnival Krewe. The Carnival Krewe shall be required to submit to the Jefferson Parish Office of Carnival and Special Events a pre-parade line-up indicating which trucks or auxiliary vehicles intend to use generators;

(2)

Every truck or auxiliary vehicle with a generator shall have a Jefferson Parish Fire Prevention "GENERATOR" placard in its front passenger side windshield before leaving the assembly area. Said placard shall remain throughout the parade route;

(3)

There shall be no fueling or refueling of generators in the assembly area or on the parade route;

(4)

There shall be no fuel (gas or diesel) cans permitted in the assembly area or on the parade route;

(5)

Generators shall not be located within the outer framework, inside of or on a float, truck-float, truck, or auxiliary vehicle (exception: cargo beds of pick-up trucks). A cantilevered platform in the front or rear of the float, truck-float, truck, or auxiliary vehicle is an acceptable means of mounting a generator;

(6)

If generators are attached to the external frame work of the float, truck-float, truck, or auxiliary vehicle, the generator shall:

a.

Be securely mounted;

b.

Have open clearance on three (3) sides and the area over the generator shall be open;

c.

Have an air space of no less than six (6) inches between the generator and any combustible material of the float, truck-float, truck, or auxiliary vehicle; and

d.

Have a fire resistant barrier between the generator and any combustible material of the float, truck-float, truck, or auxiliary vehicle, which extends at least twelve (12) inches beyond any structural or mechanical parts of the generator.

(7)

Generators shall be equipped with an original factory installed muffler or a U.S. Forestry Service approved spark-arresting muffler;

(8)

Generators shall have original factory installed fuel lines or a fuel line with dual clamps on each end which meet the requirements of "USCG Type A1" hose. USCG Type A1 means a hose that meets the performance requirements of:

a.

SAE Standard J1527 DEC85, Class 1 and the fire test in Sec. 183.590; or

b.

Underwriters' Laboratories, Inc. (UL) Standard 1114.

Fuel tanks for generators, other than original factory installed tanks, shall not have more than a five-gallon capacity;

(10)

All generators shall have factory-approved fuel tanks unless prior approval has been obtained from the fire prevention chief;

(11)

Generators which are towed behind a float, truck-float, truck, or auxiliary vehicle shall have at least two (2) five-pound ABC extinguishers accessible during any period of operation;

(12)

Floats, truck-floats, trucks, or auxiliary vehicles using generators are recommended to either locate generators on tow vehicle or to tow generators behind a float, truck-float, truck, or auxiliary vehicle;

(13)

No person shall be present in the cargo bed of a pick-up truck or trailer while a generator is in operation.

(14)

Generators shall not be located on the hood, roof or trunk of an auxiliary vehicle, truck or van.

(15)

To further improve upon parade safety and the safe use of generators, the fire department may adopt additional rules and regulations with respect to generators, including but not limited to the prohibition of generators where appropriate.
