§ 6-84. Horses and mules.

  • (a)

    There shall be a maximum of eight (8) horse riding clubs/groups in each parade including mounted law enforcement organizations or groups affiliated therewith.

    (b)

    Adequate spacing shall be maintained between horses during the parade.

    (c)

    For safety purposes, the horses' heads shall be faced to the crowd when the parade is stopped.

    (d)

    Saddles and bridles are required for all riders. Tack shall be in good condition allowing the rider to maintain control of the horse.

    (e)

    Riders are forbidden to move out of line formation for other than emergency conditions and are not to dismount or tie unattended horses along the parade route.

    (f)

    Riders are prohibited from consuming alcohol or other intoxicating substances during the parade, and may be pulled from a parade for exhibiting effects of intoxication.

    (g)

    Each horse riding group and vehicle being pulled by mules or horses is required to provide, at its own expense, at least one (1) person at the rear of the riding group with a barrel type container to pick up all droppings. Mounted law enforcement are exempt from this requirement provided that the police unit precede a horse group.

    (h)

    Horse riding groups shall assemble in the street or designated parish property at the direction of the parade marshal.

    (i)

    No horse bearing a rider will be permitted to participate in a parade unless it is wearing appropriate, properly fitted and well-maintained horseshoes, as verified by a Jefferson Parish Animal Control Officer, unless the rider can present certification from a veterinarian that the horse is in overall good health, its hoofs are capable of withstanding a five-mile ride on a concrete surface, and it is not in the animal's best interest to be shod. Ponies are exempt from the requirements of this subsection.

    (j)

    An animal will be prohibited from participating in a parade if a Jefferson Parish Animal Control Officer or a Jefferson Parish Humane Officer determines that the animal is unfit by reason of physical condition or temperament for its intended purpose in the parade. Access shall not be denied to a Jefferson Parish Animal Control Officer or a Jefferson Parish Humane Officers immediately prior to or any time during a parade for inspection purposes.
