§ 13-124. Changes to the list of materials.

  • A notice of a change to the list of materials for any particular container, including materials that previously have been stored in other parts of the plant, but are not listed for the container of proposed storage, shall be submitted in writing, or by electronic means, to the Jefferson Parish Hazardous Material Risk Coordinator, Department of Environmental Affairs at least thirty (30) days prior to the date of initial use or storage of the material. This notification shall include the following information and documents:

    (1)

    Identification number of the container(s) affected by the proposed change;

    (2)

    A site plan of the entire site, i.e., lot of record that clearly identifies the containers and their locations subject to this article. The site plan shall highlight the containers and locations affected by the change notice;

    (3)

    Exact chemical name(s), U.S. Department of Transportation Hazard Class, UN/NA Identification Number, Chemical Abstract Service Number (CAS), NFPA 704M Hazard Rating, and volume or amount of hazardous material(s) to be added to list of materials for the particular container(s) of proposed storage;

    (4)

    If the change involves materials incompatible with the materials previously stored in a container, the plant shall provide documentation of the procedures to be used to ensure a safe transition;

    (5)

    If the change involves the storage of incompatible materials within the same storage area or diked area, the plant shall provide documentation and explanation of how safe distances or separations are going to be maintained;

    (6)

    The change to the list of materials shall be submitted by the plant safety officer, the plant superintendent or the corporate officer responsible for plant operations;

    (7)

    If applicable to the change, a copy of the Louisiana Department of Environmental Quality and the United States Environmental Protection Agency and permit application; and

    (8)

    If applicable, a copy of the Louisiana Department of Environmental Quality permit and the United States Environmental Protection Agency, when issued.
