§ 13-133. Testing and inspection prior to first use of new tanks.

  • A plant shall have all equipment subject to this article, including but not limited to storage tanks or other storage containers, piping and appurtenances tested and inspected prior to first use by a qualified, third party inspector. The inspections and inspection reports must be in accordance with a code of practice developed by a relevant nationally-recognized association that is relevant to the use of, and materials to be stored in, the inspected equipment. The inspector shall certify that all such equipment meets or exceeds all applicable industry standards and governmental regulations. An executive summary of these inspection reports on all equipment shall be submitted to the Jefferson Parish Hazardous Material Risk Coordinator and the Department of Environmental Affairs prior to the first use of such equipment. The executive summary shall be certified as accurate by the corporate officer responsible for plant operations or his designated representative. Inspection reports shall document the following:

    (1)

    Testing firm's qualifications;

    (2)

    Condition of containers, lines and appurtenances, and evidence of any leakage;

    (3)

    Testing firm's certification of the condition of the inspected equipment;

    (4)

    Summary of inspection and testing procedures; and

    (5)

    Other items related to the inspections and testing as requested by the parish representatives.
