§ 2-925. Preference to blind persons in operation of concessions on parish property.

  • (a)

    All departments, agencies, boards or commissions occupying property which is owned and controlled by the parish council shall in all cases give preference in the operation of vending stands and other small business concessions to blind persons under the administration of the state health and human resources administration. No additional vending stands shall be permitted to operate on the same premises. No blind person under this section shall be required to pay any fee, service charge, or equivalent thereof upon the operation of vending stands.

    (b)

    The provisions of this section shall not apply to the following operations or facilities contracting for or providing for food services, vending operations or other such services:

    (1)

    Lafreniere Park;

    (2)

    Concessions related to boat launch facilities;

    (3)

    Civic auditoriums or facilities;

    (4)

    Vending machines and booster club operations at parish playgrounds;

    (5)

    Contracted cafeteria services;

    (6)

    Sale or vending of newspapers or other similar media;

    (7)

    "Soup and salad" type operations;

    (8)

    Soft drink machines in East Bank council offices.

    (c)

    lf there exist in parish-owned public buildings or premises vending stands, vending machines or other small business concessions operated by those other than the blind and without the benefit of a contract, the provisions of this section shall apply, and said vending or small business concessions will be required to terminate business within ninety (90) days of the effective date of this section. Those operating under contract shall terminate business upon expiration of their contract.
