§ 31-2. Rules and regulations for operation of prison, treatment of prisoners.

(a)

The sheriff is authorized and directed to establish, promulgate and enforce rules and regulations relative to the operation of the parish prison, and the conduct and treatment of prisoners therein.

(b)

A copy of the rules and regulations relative to the conduct and treatment of the prisoners shall be distributed to all prison inmates at the time of incarceration.

(c)

The rules and regulations shall comply with current standards of advanced jail administration, state and federal laws, and with all mandates and guidelines of state and federal courts.

(d)

All rules and regulations, and amendments thereto, shall be filed with the clerk of the council by the sheriff.
